GOOD NEWS FOR BORROWERS WITH SMALLER DEPOSITS

Several lenders have refreshed and re-priced their mortgage products for the new year with a new lender in the shape of Accord Mortgages starting to offer mortgages at 90% loan to value and Newcastle Building Society re-entering the 95% loan to value market.

Longwell Green-based Nigel Bull, one of a team of Mortgage Advice Bureau (MAB) representatives operating from Besley Hill’s offices throughout Bristol and Gloucestershire, says this is good news for borrowers with smaller deposits or lower levels of equity, allowing more potential buyers to access the market.

Nigel reports that December saw the anticipated seasonal slowdown in the housing and mortgage market, although activity amongst purchasers and remortgage borrowers was ahead of the same period in 2010.

“As you would expect in the current economic climate,” says Nigel, “many purchasers continue to opt for the certainty that fixed rate mortgages offer, with three out of four buyers electing to fix.

“January saw changes in the average rates available, with the average two, three and five year fixed rates and two year tracker rate all rising very slightly.

“The average fixed mortgage rates for January are 4.27% (two year), 4.53% (three year) and 4.61% (five year), all of which are below the same period twelve months ago, although average two year trackers at 3.50% are marginally above this time last year.”

According to Nigel Bull, those homeowners remortgaging are also still firmly in favour of fixed rates but the proportion is slightly less, with just under two thirds choosing fixed rate deals.

MORTGAGE COSTS FALL TO ALL-TIME LOW

Research from Barclays Capital shows that mortgage payments in England and Wales averaged £494 a month or 15.4 per cent of home owners' take-home pay last year.
This makes deals at their most affordable for a decade, falling from a peak in 2008 when monthly mortgage bills accounted for more than a fifth of take-home wages.
The data also suggested that most homeowners could manage with the Bank of England raising the base rate from its historic 0.5 per cent low.
It found that 83 per cent of homeowners would have the necessary flexibility should interest rates, or their circumstances, change.
Just under three-quarters of those studied said they had a plan in place for when interest rates started to rise, with around a third of these planning to cut 'lifestyle' spending, including clothes, holidays and eating out, to offset increases..
The latest Barclays Capital credit conditions survey found lenders were planning to launch more innovative deals, particularly for those who have smaller deposits.
“This could help first-time buyers who have found themselves trapped in the rental sector,” said Adam Offer, managing director of leading south west estate agents, Besley Hill.

Nationwide ensured it was a Happy New Year for homeowners with research which showed that UK house prices actually increased during the past year.
Data issued by the mortgage lender revealed that the average UK house price rose by 1% over the course of 2011.
Commenting on the figures, Robert Gardner, Nationwide’s Chief Economist, said: “Against a backdrop of anaemic economic growth and a deteriorating labour market, UK house prices were surprisingly resilient in 2011.”
According to Nationwide, nine out of ten UK regions recorded house price rises in 2011, including the south west, where there was a 0.6% increase.

“These figures show that the property market outperformed the stock market during the past twelve months and suggest that bricks and mortar will continue to be a sound investment in 2012,“ said Mr Offer.

A festive drawing by a pupil at St Mary's CofE Primary School, Thornbury, has been chosen to appear on a local estate agents' office Christmas card.
Seven-year-old Amy Lyons was the overall winner of a children's Christmas art competition organised by Besley Hill Town & Country Homes, of High Street, Thornbury.
There were three age categories - four to eight, nine to thirteen and fourteen to seventeen - with the winner of each category winning an Amazon kindle.
Entrants were required to submit one picture or painting with a festive theme, the only stipulation being that it had a house or property in it.
"Ultimately, we were looking for a design that could be used on our office Christmas card with the best entries being displayed in our window in the run-up to Christmas," said branch manager Andrew How.
"Amy's drawing was chosen from dozens of entries and made into our Christmas card for 2011. The cards were produced in double quick time by our printer, Horders, and sent out to all our customers and friends."

LIFELINE FOR FIRST-TIME BUYERS

The Chancellor, George Osborne, announced in his autumn statement that the government plans to install a new system to provide funding which will help first-time buyers of new-build homes get onto the property ladder.

Under the mortgage indemnity scheme, the government said that it can use the low interest rates it had secured in order to help young families who wanted to buy, but were far from being able to afford the high level of deposit that banks require. It said that young couples will be able to secure a mortgage worth 95 per cent of the value of their homes.

The scheme will be run specifically for first-time buyers on new-build homes, with the government estimating that it will be able to work with those looking to make their first step onto the property ladder in order to provide 100,000 new homes across the UK, making a dent in the shortage of homes available.

While disappointed that the scheme, which comes into effect in the spring, will only apply to new-build homes, Adam Offer, managing director of leading West estate agents, Besley Hill, said the initiative was good news to those seeking to secure a deposit for their first mortgage for this type of property.

“It is essential that more first-time buyers are able get on the property ladder in order to stimulate the housing market and anything that improves the prospects for this sector of the market has to be welcomed,” said Mr Offer.

BUY-TO-LET MORTGAGES BOOMING

Buy-to-let mortgages are shooting up with the number of new loans increasing by 16% in the third quarter of 2011, official figures from the Council of Mortgage Lenders (CML) show.
The data also reveals that the value of mortgages in this sector went up by 19%.
“We have access to the whole buy-to-let market for mortgages and this trend is in line with the deals negotiated for investors by the Mortgage Advice Bureau (MAB) representatives at our 15 offices throughout Bristol and Gloucestershire,” said Adam Offer, managing director of Besley Hill Estate Agents.
“We can confirm that landlords are reacting to high levels of tenant demand by using their own cash and short-term borrowing to purchase and renovate property, and then remortgaging using buy-to-let finance.”
In the three months to September, a total of 34,500 buy-to-let loans were advanced, up from 29,700 in the preceding quarter. The value of lending totalled £3.8bn, up from £3.2bn.
On both measures, buy-to-let lending was at its highest level since the final quarter of 2008.
Of the buy-to-let loans, 18,580 were for buy-to-let purchases – accounting for almost 12% of all house purchase loans.
As at the end of September, there were 1,378,700 buy-to-let loans outstanding, worth £157bn, up from 1,296,700 loans worth £150bn 12 months earlier.

UK HOUSE PRICES UP 1.2%

House prices in the UK increased by 1.2% in October compared with the previous month, reports the Halifax, part of the Lloyds Banking Group.
The lender said that the housing market had remained “highly resilient” despite weakness and a deteriorating outlook for the UK economy.
Martin Ellis, Halifax’s housing economist, said: “The housing market has proved highly resilient in recent months, despite the weak economic recovery and the deterioration in the outlook for both the UK and global economies.
“The prospect of exceptionally low official interest rates over the foreseeable future is likely to continue to support the market in the face of a very difficult economic climate.
“Both prices and activity levels are expected to remain close the current levels over the coming few months.”
The housing market also saw an increase in activity last month as more surveyors reported that newly agreed sales were on the rise, according to the Royal Institution of Chartered Surveyors.
Completed sales rose to an average of 15 at each branch of surveyors over the past three months - the strongest level since April. New buyer enquiries - a good indicator of demand - edged up as well.
At the same time, the Countrywide group’s quarterly research into the private rental sector shows that tenant demand shot up by 10.8% in the third quarter of this year, compared with the same period last year, and by 11.9% from the second quarter of this year.
“More people are entering the buy-to-let market as a result of this increased tenant demand and the comparably high rate of return from this kind of investment,” said Adam Offer, managing director of leading west estate agents, Besley Hill.
“Prices here have stabilised due to lack of supply and increased demand from buyers.”

WEST HOUSING MARKET IS PICKING UP

The housing market in the west of England is showing signs of a revival, according to one of the region’s leading estate agents.
Figures announced by Besley Hill reveal that sales at their 15 offices throughout Bristol and Gloucestershire are up by 20% compared with a year ago.
New buyer registrations have increased by 16% during the same period, with viewings rising by 12% and contract exchanges by 20%. The firm’s “pipeline” is 23% higher than a year ago.
“Our year-on-year performance points to a definite revival in the housing market in the west of England,” said Besley Hill managing director Adam Offer.
“The feedback from the branches is that the market is picking up and all indications are that we can look forward to a better year ahead.”
Mr Offer said that instructions at Besley Hill’s branches were down “just 5%” and viewings up 12%, reflecting the fact that “we need more homes to sell to waiting buyers”.
Other statistics include 20% more legal services referrals than 12 months ago due to clients taking advantage of benefits resulting from the group’s “buying power”.

HOUSING MARKET IS MAKING A REVIVAL

New figures just announced indicate that there are positive signs of a recovery in the housing market.
The number of mortgages lent for house purchase rose 7% in August from the month before, to reach 52,000, up 2% on August the year before, according to the Council of Mortgage Lenders (CML).
At the same time, figures from the National Association of Estate Agents (NAEA) show an increase in house-hunters registered per branch from 299 in July to 304 in August, the highest since September 2007, with sales up from an average of seven to eight.
These trends are confirmed by leading South West estate agents Besley Hill, who report a similar upturn at their network of offices throughout Bristol and Gloucestershire.
The CML data reveals that the number of loans to first-time buyers rose 5% both from July and August last year, with 19,000 loans taken out by first-time buyers. Home movers took out 33,000 loans in August. Lending to both first-time buyers and home movers was at its highest for over a year while remortgaging activity rose sharply by 9%, with 34,100 remortgage loans advanced.
“These statistics and the NAEA figures showing the highest number of house hunters for four years and rising sales in the traditionally slow month of August are evidence of a revival,” said Besley Hill managing director Adam Offer.
“This improvement is also borne out by reports that the market is beginning to move again from the directors and Mortgage Advice Bureau (MAB) representatives at all our offices.”

BUYING IS CHEAPER THAN RENTING, SAYS HALIFAX

The latest Halifax Buying vs. Renting Review, which tracks changes in the cost of buying and renting a typical two bedroom flat for a first-time buyer across the UK over the last three years, shows that the cost of buying a home for first-time buyers is more than £100 a month lower than renting.
The cost of buying for a first-time buyer has fallen by 2% over the past year and average rental costs have risen by 6%.
In 2008, the average cost of buying was £212 more than the average rent paid. But there has subsequently been a decline in buying costs for a first-time-buyer due partly to the fall in mortgage rates and house prices.
The average mortgage rate for a new borrower is now 3.84%, a fall of 207 points from an average of 5.91% in mid 2008, while the average first-time house price has also fallen by 14% to £124,378 over the same period.
The average monthly costs of buying a two bedroom flat in the UK for a first-time buyer totalled £567 in July 2011, 16% lower than the £677 a month typical rent paid on the same type of property.

HOUSE PRICES SET TO RISE BY 14%

House prices are expected to rise by 14% over the next four years, according to the influential think-tank, the Centre for Economics and Business Research.
The Centre forecasts that the value of the average British home, currently £176,000, will increase to an all-time high of £200,700 in 2015 with hikes of 2.4% in 2012, 3.4% in 2013, 3.6% in 2014 and 4% in 2015.
It says the ongoing shortage of housing, a gradual increase in the availability of mortgage finance and a prolonged period of loose monetary policy will cause the upsurge in house prices.
House building will remain depressed for the next four years and this, combined with population growth, will result in an increasing shortage of accommodation.
The CEBR says this is likely to elevate house prices, making home ownership less affordable and placing further pressure on the rental market. Furthermore, the base rate is unlikely to rise above 2% before 2015.
Shehan Mohamed, economist at CEBR, said: “We forecast an average of 110,000 new homes to be built every year over the medium term.
“This is significantly lower than the 225,000 homes that need to be created every year to keep pace with current housing needs, population growth and the trend towards reduced household sizes.”
Douglas McWilliams, chief executive of CEBR, said: “We do not expect a house price boom, but the housing shortage is likely to push prices gently upwards.
“By 2015, our updated forecast price for the average house is £200,700. The previous peak level was £191,200 in 2007.”

LANDLORDS' CONFIDENCE IN BUY-TO-LET MARKET GROWS

Optimism has grown among landlords for their buy-to-let prospects, according to a new report.

Almost a quarter of landlords are feeling more optimistic about the prospects for their property portfolios, rental income and yields, Paragon Mortgage’s Q2 Private Rented Sector Trends Report reveals.

They are encouraged by the availability of buy-to-let finance, with 22% in the second quarter of this year saying that it was reasonably available, compared with 17% in the first quarter.

Some 23% of landlords feel more optimistic than was the case in Q1, particularly if they are professional landlords, 30% stating they were more optimistic, compared with 15% of smaller-scale landlords.

On average, landlords expect to have 13.1 residential properties in their portfolios in a year’s time, compared with 12.6 properties currently - the first time in two years that landlords have predicted an increase in the number of properties in their portfolios.

Nearly three out of ten landlords (29%) have increased rents during the second quarter, the majority of whom reported an increase of between 2% and 4%, states the report.

Landlords are also more optimistic about the net value of their portfolios, with a growing proportion expecting an increase in value (14% in Q2 against 13% in Q1), and fewer are forecasting declining values (12% Q2 vs 19% Q1). The majority of landlords (74%) expect net values to remain the same.

The report also shows a shift in the types of property that landlords are looking to add to their portfolios during the third quarter. Of those looking to purchase during the quarter, terrace houses are the most popular choice, with more than half of landlords saying they expect to buy this type of property.

There have also been increases in the popularity of semi-detached houses (up from 28% to 41%) and detached (up from 9% to 22%).

Further signs of an improvement in the UK house market have emerged after figures from both the Halifax and Nationwide showed prices rose in July.
The average price of house rose to £168,731, up 0.2 per cent from the previous month, according to Nationwide, compared with a drop of 1.1 per cent a month ago.
Data from the Halifax showed prices rose by 0.3 per cent in July, with prices on a quarter-to-quarter basis up for the first time in 14 months, following a 0.5 per cent rise in the three months to July.
With little change in either the level of house sales or the number of properties on the market since late 2010, both the Halifax and Nationwide said the steady market conditions have helped to stabilise house prices.
Nationwide reported that house prices have risen or remained unchanged for six of the seven months so far in 2011, with the highest increase being 0.6 per cent in February.

RETURN OF SELLERS BOOSTS HOUSING MARKET CONFIDENCE

The number of people selling their home rose in June to its highest level in more than two years, according to the National Association of Estate Agents (NAEA).

The average number of properties for sale per branch increased from 68 in May to 74 in June. This is the highest figure since April 2009, which saw an average of 76 homes for sale per branch.

The number of sales agreed also increased, from an average of eight per branch to nine. This suggests that the increase in sellers reflected confidence in the market rather than a glut of unsold properties.

The percentage of sales to First Time Buyers (FTBs) decreased slightly from 24 per cent in May to 20 per cent in June.

President of the NAEA Wendy Evans-Scott said: "The leap in available housing stock suggests increased confidence amongst sellers. They think there is a much better chance that their home will sell. For house-hunters, this is welcome news as it offers a wider choice of properties to pick from.

"However, efforts are still required to assist those looking to get onto the housing ladder if we are to see buyer activity match that on the sale side."

Britain’s housing market is bouncing back with average prices rising by more than £5,000, according to a national newspaper report.
Today’s Daily Express reveals that prices have shot up by £30 a day in the first half of the year with the cost of the typical three-bedroom semi now £216,260 – £5,478 higher than January.
Nicholas Leeming, business development director of property website Zoopla.co.uk, is quoted as saying that “the property market is back on the right track”.
The Zoopla research also shows that asking prices for top-end homes have risen by nearly three per cent since the beginning of the year.

New data from two major property surveys shows that confidence in the housing market is increasing.
Both the latest Building Societies Association Property Tracker and the Halifax Housing Market Confidence Tracker confirm the trend.
The Halifax survey supports this positive outlook with one third of respondents predicting that prices will rise this year. Half feel that it would be a good time to buy over the next three months.
The quarterly Building Societies Association survey reveals that the number of people who do not consider now is a good time to buy has fallen from 29% to 21% since March while the same proportion, 41%, believe that now is a good time to buy.
Further increased confidence in the market is indicated by the proportion of people concerned about future falls in property prices decreasing from 24% in March to 19% in June.
A lack of job security continues to worry prospective buyers but this is also less of a barrier, being cited by 48% of respondents in June, down from 57% in March.

EXPERTS PREDICT HOUSE PRICES WILL LEAP BY 16%

Economists predict that the cost of the average home will gradually rise 16 per cent to take prices above 2007's high as the market returns to growth from next year.
Leading experts forecast that house prices are set to rise by £30,000 and that mortgage lending will double as Britain's economy picks up over the next four years.
The respected Centre for Economics and Business Research (CEBR) think-tank believes there will be a return to a sustainable housing market as the high street banks provide more funds to help people buy property.
The CEBR calculates the average cost of a property today is £175,000. By 2015 that will be £205,643. The 4 per cent year-on-year surge is predicted to start at the end of 2011 and carry on until 2015. It would see the average UK house price rise to above the 2007 high of £191,340.
CEBR chief executive Douglas McWilliams told the Daily Express: "The main factor driving house prices up is the shortage of available housing which has already pushed up rents. But the factors that will ultimately drive house prices up again are the loose monetary policy that will accompany the Government's deficit reduction and the ability of banks to lend again on consumer-friendly terms as their own underlying financial position improves.
"This should not be confused with boom and bust. We are forecasting a gradual four-year recovery at an annual rate of about 4 per cent."

The latest UK house price index statistics produced by the Department for Communities and Local Government were released on Tuesday 17 May 2011.
The latest statistics release includes data based on mortgage completions during the month of March 2011.
The key points from the release are:
• In March UK house prices increased by 0.9 per cent over the year and increased by 1.2 per cent over the month (seasonally adjusted).
• The average mix-adjusted UK house price was £205,565 (not seasonally adjusted).
• Average house prices were 0.5 per cent lower over the quarter to March, compared to a quarterly decrease of 0.4 per cent over the quarter to December (seasonally adjusted).
• Average prices increased during the year in England (1.3 per cent) but decreased in Scotland (-0.7 per cent), Wales (-2.5 per cent) and Northern Ireland (-13.9 per cent).
• Prices paid by first time buyers were 0.3 per cent lower on average than a year earlier and prices paid by former owner occupiers increased by 1.4 per cent.
• Prices for new properties were 10.7 per cent higher on average than a year earlier whilst prices for pre-owned dwellings increased by 0.2 per cent.

BRISTOL PROPERTY PRICES CONTINUE TO RISE

The property market in Bristol is continuing to improve, with house prices in the city rising in March for the third successive month.

The 0.1 per cent rise means that the average property in Bristol is now on the market for £196,448, up almost £180 on the previous month.

Asking prices are up 2.2 per cent on December 2010, when the average property was on sale for £192,220, according to the latest house price index from FindaProperty.com

"Bristol's property market is doing a brisk trade right now and has bounced back from the traditional winter lull," said their property analyst, Samantha Baden.

"We are seeing a big demand from people moving away from expensive areas in London and the South East to enjoy the better quality of life and lower property prices Bristol has to offer.

"This is helping to keep transaction numbers up and keeping prices buoyant when other parts of the country are struggling. Asking prices in big cities were all down or flat last month, but Bristol is bucking the trend."

Nationally, the National Association of Estate Agents revealed that the number of new buyers registering with estate agents rose to an eight-month high of 290 during March, up from 268 in February.

And high street bank Halifax reported that buying a property is now nearly £100 per month cheaper than renting one as a result of record low interest rates and house price falls.

House prices increased by 0.67% during Q1 of 2011 to reach £197,153 reported Azzetz House Price Watch (AHPW) today.

Their index is based on house price information from Nationwide, RightMove, CLG and LSL Acadametrics - shows property values have risen by an average of £1,305 over the last three months.

AHPW stated house prices fell by 0.5% compared to Q1 2010, but the three-month annualised average rate of growth is now 2.98%.

Chief executive Stuart Law at AHPW stated “UK house prices have shown resilience in the face of the government’s spending cuts, recouping losses witnessed at the end of 2010 in the first few months of this year.”

“We expect prices to continue to increase in Q2 in line with a number of new mortgage funding schemes and good news stories regarding the economy.”

Mr Law stated recent falls in the rate of inflation & unemployment have helped to boost consumer confidence, which, combined with limited housing supply and improving mortgage finance, will continue to push house prices upwards this year.

Law believes the Bank of England to raise interest rates by 0.25% in the next few months. “The slight increase in mortgage repayments as a result will have a negligible impact on homeowners and prospective buyers who will continue to benefit from historic low rates.”

“Interest rates are unlikely to exceed 1% this year in order to compensate for recent tax increases and spending cuts. These low rates will continue to support house prices and consequently, unlike many commentators, we still expect values to increase by around 5% this year.”

"MARKET IS RECOVERING SO BUY NOW!" - top estate agent

The housing and mortgage market is enjoying a period of constant revival, according to one of the west’s leading estate agents.
Stimulated by the continued involvement of first-time buyers and the buy-to-let sector, March saw a strong upturn in activity, figures issued by Besley Hill reveal.
Based on transactions at their 17 offices in the region, there was a 10% increase in residential mortgage valuations compared to 12 months ago – the fifth successive month a year-on-year rise has been recorded.
Besley Hill’s other findings include valuation instructions 15% higher than in the same period a year ago in the first three months of 2011; 6% more valuations for residential property in March compared to February; and valuations in the first quarter of the year up by 25% on the previous three months.
“The situation has improved partly because we have also seen a return of first-time buyers to the market,” said Besley Hill managing director Adam Offer. “We carried out 20% more valuations for these buyers last month than in February and 25% more in the first quarter of 2011 than in the previous quarter.
“In fact, with 35% of all valuations being for first-time buyers, it was the highest proportion of all our valuations since September 2010.”
The buy-to-let sector also played a part in the recovery with valuations undertaken by Besley Hill for investors rising by 16% in March compared to a year ago, up by 8% on the previous month, while in the first quarter of the year, there were 50% more valuations for landlords than in the same period last year.”
Adam Offer added: “There is no doubt that a recovery is upon us – whether this will be sustained throughout the year remains to be seen. But we all know that the best deals are done just before the upturn is in full swing.
“So my advice is to take advantage of low interest rates and competitive house prices while you can. It could prove to be the best time for many years to come.
"If you love the home you have just been round to view, if your job is safe and if you reckon you can afford it, ignore the gloom and doom merchants, get some sound quality mortgage advice and buy it!”

House Sales Surge in March

Agency Express’s Property Activity Index for March shows monthly house sales were up 23%.

This was a fall on the whopping 38% increase house sales seen in February but it was the second month-on-month rise.

Monthly house sales were up 23.2% in March following February’s rise of 38.3%. Sales reached their highest level since May last year and were 4.8% up on March 2010 and 10.2% up on March 2009. Each region saw an increase in sales ranging from a 47.8% rise in the East Midlands to 3.7% in Wales. Greater London sales rose 37.3%, in the North East they were up 36.4% and Yorkshire saw a rise of 32.2%.

It was also the third consecutive month rise in the number of ‘For Sale’ listings which were up up 25.0%, the highest level achieved since August 2010. This is also 6.4% higher than March 2010 and 47.7% higher than 2009.

All regions bar one saw improvements in new ‘For Sale’ listings. Scotland saw a rise of 42.4% followed by Greater London at 39.1%, the North West at 37.4% and the South East at 26.6%. The North East was the only region to see a fall with the number of new For Sale listing dropping -0.8%.

Stephen Watson, managing director, Agency Express, says: “This latest set of data paints an encouraging picture for the housing sector.

“Not only has there been a significant uplift in new ‘For Sale’ listings and house sales but the trend over the last two or three months indicates that this might be sustainable.”

He adds that the fact that London is showing strong growth in both the number of properties being put on the market and the number of sales that are going through is a good sign as traditionally this has then radiated out into the rest of the regions in following months.

Adam Offer, managing director of Besley Hill Estate Agents, with 17 offices in Bristol and Gloucestershire, gave a cool welcome to the Government's new scheme to help first-time buyers get on to the property ladder.
He said: "The budget today has offered very little to assist in stimulating the housing market. The FirstBuy scheme announced today will offer 10,000 first-time buyers up to £25,000 each in the form of a loan towards their deposit on any NEW HOME purchase. The scheme will be administered by the Department of Communities and Local Government (DCLG) – who in the past have announced schemes before they were ready to market, producing massive confusion.
"This initiative will encourage first-time buyers to buy new homes at inflated prices on cramped developments with huge inherent parking problems – potentially slums of the future – rather than stimulate the wider housing market where there are many sensibly priced homes. The key is surely in unlocking this end of the market which will ultimately generate more transactions through the chains – stimulating the market as a whole – so it is an opportunity missed in my opinion.
"George Osborne's FirstBuy scheme won’t go beyond scratching the surface of the problem faced by the vast majority of first-time buyers as it’s exclusively for new-build properties and only around 10,000 buyers will benefit - a fraction of the overall number of potential first-timers currently misplaced by the mortgage famine in higher LTV (loan-to-value) deals.

England faces 750,000 housing shortfall by 2025

England faces a shortfall of 750,000 homes by 2025, according to a new report from the IPPR.

Its analysis of official government projections show that when the economy bounces back the gap between supply and demand could be equivalent to the entire housing demand of the populations of Birmingham, Liverpool and Newcastle combined.

It says the best case scenario for the economy will require more than 280,000 extra homes each year. But if housing supply continues at the rate of the last twenty years – around 160,000 additions per year – the gap between the number of households and the number of available homes ranges from 255,000 and 1.2 million by 2025.

The worst supply and demand mismatches will be in London, the South East, South West, West and East of England and Yorkshire and Humberside. In these regions demand is projected to be substantially higher than net additions to the housing stock in recent years.

The North West of England is the only region where supply could meet demand, with 40,000 extra homes compared to the number of households, due to the high rate of unoccupied premises at present.

The report shows that the social housing sector in particular will be under extreme pressure, no matter how the economy performs in future. If the economy performs poorly, up to 1.2 million households will priced out of the private sector and will need social housing.

Even under good economic circumstances, an additional 550,000 households will need social housing by 2025. The report says that without a new housing policy, this demand will not be met.

Nick Pearce, director of IPPR, says: “We can’t go on as we have done. Britain needs to build more homes. That’s not going to happen without a fundamental review of housing policy. This new analysis shows the serious scale of the problem.

“If the rate of house building doesn’t radically increase, we face a growing housing crisis. Whether the economy performs well or poorly, a serious gap looms between housing supply and demand. Our ageing population and rising expectations for living standards are going to drive up demand but if there’s no change in housing policy it will seriously hold back supply.”

83% of MPs say FTBs need more support

The majority of MPs believe more must be done to help first-time buyers, research from Genworth Financial shows. About Time - we say!

A survey commissioned by the specialist insurer and carried out by ComRes reveals 75% of MPs think people with a stable income but who are unable to put up a deposit of 10-20% should have access to mortgage finance provided repayments are affordable.

Furthermore, 83% of those asked stated their constituents need more support in getting on the housing ladder, a figure that rises to 100% for MPs with constituencies in London.

The survey also shows 84% of respondents agree that a more fluid housing market, stimulated by easier access for first-time buyers, would help the UK’s financial situation and improve the social mobility of their constituents.

Angel Mas, president of mortgage insurance for Genworth Financial in Europe, says: “The deposit remains the biggest barrier to homeownership in the UK, along with the prudent approach taken by lenders, which are allocating their scarce capital to other segments of the mortgage market.”

He says it is crucial that high loan-to-value lending returns to the market in order to make it accessible for individuals who have a sound credit profile but are unable to save for a deposit.

“Lenders can participate safely in the high LTV segment by transferring default risk to a specialist insurer. This model creates additional safeguards for the overall system as insurers will only accept this risk if appropriate lending criteria are applied and monitored.”

Mas highlighted the example of other major economies that have continued to make finance available to first-time buyers.

He adds: “This framework already exists in a number of other major economies which have withstood the economic crisis, with the flow of credit to prime first-time buyers remaining open through the cycle. The urgency of this situation should point towards their example rather than looking for new and untested solutions.”

HOUSE PRICES IN BRISTOL BUCK THE TREND

The average price of a house in Bristol rose more than £6,000 in the 12 months prior to end of January to stand at £172,376, according to the Land Registry. The average price a year ago in the city was £166,192.

This bucks the trend because nationally the average cost of a home dropped by 0.9 per cent to £163,177 over the same period. The national year-on-year annual drop came despite the fact that house prices edged ahead by 0.2 per cent during January itself.

"The rise in house prices in Bristol reflects our own experience," says Adam Offer, managing director of Besley Hill Estate Agents. "In fact, our branches achieved house price increases over the year in excess of the Land Registry figure."

Northern Rock launches 90% LTV fixed rate deals from 5.99%

Northern Rock is launching a new range of Everyday mortgages available up to 90% loan-to-value.

As part of a support package for first-time buyers, the state-backed lender is introducing a two-year fixed rate deal at 5.99%, a three-year fixed rate product at 6.49% and a five-year fixed rate at 6.59%, all of which have no payable product fees.

Andy Tate, customer and commercial director at Northern Rock, says: “Our new products, which will be offered within our prudent risk appetite and only to customers with good affordability, should appeal to those who have lower deposits and first-time buyers.

“First-time buyers are important to the housing market. Having listened to those customers, we have developed a service that not only helps them to arrange the right type of mortgage that they can afford, but also supports them through the various steps in the process.”

The lender has also cut its interest rates across the rest of its mortgage range, reducing Everyday fixed rates at 75% and 70% LTV by up to 0.19%, Everyday trackers at 75% and 70% LTV by up to 0.3%, two-year fixed rate buy-to-let deals by 0.6% and longer-term BTL deals by 0.2%.

This is the first-time Northern Rock has offered LTVs higher than 85% since its high-profile collapse and government bail-out three years ago.

Nigel Lewis, property analyst at Findaproperty.com, says: “Northern Rock are offering these mortgages only because they must believe that the house price drops seen over the past two years are now over and that a more stable housing market will now follow – they wouldn’t lend at such high LTVs if they thought otherwise.

“This is good news for first-time buyers put off by the prospect of negative equity because at worst house prices are due to be flat for the next year or so with potential rises in areas of high demand.”

Mortgage affordability hits record level

Mortgage affordability has reached its best level in 10 years, according to research from Barclays.

Analysis of over one million customers’ accounts by the bank found that, on average, people paid out 15.4% of their take-home pay at the end of December 2010 to cover their monthly mortgage payment.

This is the lowest level ever registered by the study, which is now in its tenth year.

Supporting research by Barclays shows 13% of those with a mortgage say they can easily afford their current repayments, 39% are comfortable and 28% are stretched but still have disposable income to help them navigate a potential rise in interest rates.

However, as commentators believe a hike in interest rates to be likely this year, Barclays is urging homeowners to keep their mortgage repayments under review.

Andy Gray, head of mortgages at Barclays, says: “It stands to reason that with interest rates at an historic low, mortgage affordability is at its best in a decade, but it is crucial that homeowners are not complacent.

“When asked specifically about coping with rising interest rates, it was great to hear that 71% say they either already have a plan in place to manage increased monthly mortgage repayments, or that they will be unaffected as they are on fixed rates.

“But homeowners who are not already thinking about their mortgage certainly need to be, to ensure they have a contingency plan when interest rates start to increase.”

30% of people in UK planning a move in 2011 - up from 9% in 2008

Research from Clydesdale & Yorkshire Banks reveal that 30% of people in the UK are planning to move home in 2011.

The research reveals the biggest single increase since October 2008 when just 9% of people planned to move home.

Steve Reid, retail director for Clydesdale Bank, says: “It is greatly encouraging for the property market that more people are clearly keen to move but, of course, there is still natural caution in the market.

“It’s understandable that many people will have put off moving in the last couple of years so the potential demand is there - but the conditions will have to be right for the individual housebuyer to see that demand translate into a move.”

The research suggests that potential housebuyers are most optimistic in the South East where 40% say they are planning to move. In contrast only 22% of those surveyed in Scotland said they plan to move over the next 12 months.

The research also reveals that people’s plans to move have led to a decline in home improvements. Only 17% of those surveyed plan to improve or extend their home compared to 54%in October 2008.

HIGHER LTV MORTGAGE DEALS MAKING A COME-BACK

Higher loan-to-value mortgages are making a steady return to the mortgage market.

Adam Offer, managing director of Besley Hill, Bristol and Gloucestershire’s biggest independent estate agents, says this will be welcome news to borrowers with small deposits, particularly first time buyers who have struggled to find products which meet their needs.

Lenders became risk averse during the height of the credit crunch by withdrawing their higher loan-to-value mortgage products.

But over recent months some lenders have increased their rates and expanded their number of higher loan-to-value deals, giving indications that the market could be returning to a competitive, rather than risk-based state.

Adam cites figures from Moneyfacts.co.uk showing that there are almost 50% more 90% LTV mortgage deals available today, compared to one year ago.

There were only 144 90% LTV deals in February 2010, and 185 last August, compared with 214 today, whilst there has also been an increase in the availability of 85% LTV deals, with 560 deals on the market today, compared to 310 in February 2010.

What a difference a week makes in the property market! One minute it’s all doom and gloom, the next everything is coming up roses.

Last week, for instance, estate agents were reeling from the double whammy of house prices falling for the seventh month in a row (according to housing intelligence firm Hometrack) and figures from the British Bankers’ Association showing new mortgage lending dropping to an 11-and-a-half-year low.

Then, to cheer us all up, this week got off to a totally different start with the revelation in the latest Halifax House Price Index that property prices in the South West have almost doubled in the last ten years.

It is the latter trend that keeps things in perspective because it serves to remind us that, when it comes to long-term investment, you can’t do much better than to put your money into bricks and mortar.

True, we can’t bury our heads in the sand by ignoring the bad news, of course, but we should not talk the market down and wallow in self pity.

So, instead of worrying about falling house prices and low mortgage lending, let’s take heart from the fact that, not only have property prices in the region increased by 89 per cent since 2000, but that Bristol has the highest

proportion of home sales in the country (source The Land Registry).

Yes, let’s follow Eric Idle’s advice and, in the words of his popular song, “always look on the bright side of life” whenever the market gives us the opportunity.

AVERAGE HOME PRICE DOUBLES

Despite the fall in house prices in recent times, property remains one of the best forms of investment in the long term, new figures reveal.

The latest Halifax House Price Index report shows property prices in the South West have nearly doubled in the last ten years.

However, at 89 per cent, the region lags slightly behind the UK average of a 91 per cent increase since the end of 2000.

The average house price in the South West rose from £99,305 in December 2000 to £187,918 ten years later.

Halifax economist Suren Thiru said: "The turn of this century marked the start of a period of strong house price growth across the UK. The traditional home of price gains, the South, was left behind by strong growth in the North where house prices more than doubled over the period. But recently there has been a slight reversal of this trend with the housing market in the south of England outperforming the rest of the country over the past few years."

BRISTOL'S PROPERTY MARKET IS THE BUSIEST IN THE UK

Bristol has the busiest property market in the country, according to official figures.
Statistics from the Land Registry, the official organisation for collecting information on the number of house sales, have revealed that the city has the highest proportion of transactions in the UK, reports the Bristol Evening Post.
A total of 474,330 homes were sold in the first nine months of the year. And if the trends stay on course, total sales for 2010 are likely to finish at 630,000 when they are announced by the Land Registry in February, predicts the Evening Post.
Last year the total number of sales for the whole of the country came to 614,106.
The figures make for encouraging reading for a market which saw two consecutive drops in transactions for the previous two years.
And according to the figures Bristol had the most active housing market of any of the UK’s largest 10 cities, with one in every 40 properties sold.
The busy market in the city saw it second only to London in terms of total sales and ahead of larger cities such as Manchester, Leeds and Sheffield. Birmingham, the UK’s second largest city, came in fourth place with just one in every 61 houses sold.
Around three quarters of the properties in the city sold for more than £250,000 making it one of the more expensive places to live in the country.

Is 2011 THE year to buy property? At last a sensible view!

Being New Year there are many "speculators" trying to predict the year ahead - from the sensible to the ridiculous! Here's a view that I think will turn out to be correct...thanks Mortgage Strategy...I have taken the liberty of copying your article here...

As we move into another year, the same questions appear to be forming on everyone’s lips. Will 2011 finally see the end of the current turmoil we have been in since the start of the credit crises several years ago? Will we see sustained and meaningful growth in the economy and is 2011 going to be a good year to buy property?

On the face of it, if certain commentators are to be believed, the turmoil in the property market is set to run well into 2013, with low interest rates, more quantitative easing and a fall in property prices of at least 20%.

But this is not a view that I subscribe to for several reasons.

For me, with the benefit of hindsight, 2011 will prove to have been the year that many of the best property bargains were bagged.

If we are to follow a general cycle of recovery in 2012 and beyond, it therefore follows that 2011 will prove to be the nadir for house prices and also interest rates. As the economy improves and confidence returns to the market, demand for property will grow once more. Given that there is a chronic under supply of quality property, particularly in areas like London, house prices will begin to recover.

I still believe that house prices in the South East will still rise by around the 3% level next year as a whole, with any falls being concentrated in the first half of the year.

This will also coincide with an increase in interest rates as the Bank of England finally has to start controlling inflation, returning interest rates to more normal levels. The days of tracker rates at 2.5% and 5 year fixes below 4% will seem a long way away.

In fact, interest rate changes could be seen as early as the Spring, if people like Monetary Policy Committee member Andrew Sentence begin to win their argument that rate changes earlier rather than later are the best method of keeping a lid on inflation as the economy improves.

I would not at all be surprised to see a Bank Base Rate up at 1.5% – 2% by the end of the year if not sooner.

Certainly it is unlikely that we will see general mortgage rates in the latter half of 2011 being as competitive as they are now. For those looking to remortgage and finally enjoy the sanctuary of a fixed rate, I would be looking to do something within the next few months.

In other words if you do want to take advantage of low interest rates and competitive house prices, 2011 will seem to be as good a bet as any. In fact, it could prove to be the best time for many years to come.

The problem for many next year however, especially 1st Time Buyers, will be the ability to take advantage of such a situation given that mortgage lending will continue to be the preserve of those with large deposits, perfect credit and steady jobs. Those with just a 10% deposit, the self-employed and erratic income sources will find the going particularly tough, being constrained by tough lending criteria and, for those lucky to still qualify, priced out by higher than average interest rates.

In fact, if the Council of Mortgage Lenders are to be believed, mortgage lending could well dry up next year due to a combination of having to pay back government loans, tougher capital adequacy requirements and the Financial Services Authority’s latest set of proposed regulation.

While on the whole I expect gross lending to be similar to the figures for 2010 of around £135bn, actually maybe a slight rise to £140bn, and net lending to almost certainly drop further as many continue to pay their loans back, I believe that this is more of a veiled threat to the FSA and government with regards to further regulation than anything else.

There is talk of more lenders heading back into the market next year and brand new lenders following the likes of Metro Bank to bring in some much needed competition, which, whilst not changing the landscape dramatically, will assist in bringing in some more lending capacity.

It does seem to be the case that at times like these many commentators like to make out that things are worse than they actually are, so it is down to each individual to decide whether to wallow in despair, or to concentrate on only that which you can control and get on with making the best of things.

There is no doubt that a recovery will be upon us in the next couple of years. Whether this is sooner or later does not really matter, as we all know that the best deals are done just before the upturn is in full swing.

Mortgages for borrowers with small deposits up 50%

Mortgage’s for those with a small deposit has increased by over 50% during the past year.

Now there are just over 1,000 different mortgages on the market for people with 20pc or less to put down, up from only 523 in December last year, according to Moneyfacts.co.uk today.

Biggest jump - has been in deals for people with a 20pc deposit, with these soaring by 151pc to 384 during the past year.

The number of different products for borrowers with just a 10pc deposit has jumped from 116 to 204.

The average cost of a loan for someone borrowing 90pc of their home's value is now 6.09pc, down from 6.41pc a year ago, but still significantly higher than the average interest rate charged on a two-year tracker for all loan to value ratios (LTVs) of 3.48pc.

The interest charged on mortgages for people with a 15pc deposit has seen a bigger drop, falling from an average of 6.40pc to 5.09pc during the past 12 months, while loans for people with a 20pc deposit now typically charge 4.63pc, down from 5.58pc, although these are still well up on the rates paid by people with bigger equity stakes.

Today’s typical first-time buyer is still finding an average deposit of 24pc, broadly unchanged from a year ago, according to the Council of Mortgage Lenders.

A spokesman from Moneyfacts said: "Borrowers with smaller deposits are seeing signs of improvement, but the rates on offer to borrowers with just a 10pc deposit remain high”.

Fixed rates continue to increase in popularity with almost two thirds of borrowers electing to fix their mortgage repayments in October.

The price of the average two-year fixed rate mortgage in November edged up marginally in the last month to 4.48% while five-year fixed rates continued to decline, reducing from 5.36% in October to 5.32% in November and from 6.20% twelve months ago.

Shorter-term Tracker products, like their fixed rate counterparts, also edged up marginally in the last month with two-year deals now averaging 3.53%, but still down from 3.78% twelve months ago.

“I would emphasise that these are average rates and many best buys are below these levels,” said Patrick Ennis, who is based at Besley Hill Estate Agents’ Fishponds office (tel 0117 965 3162).

House prices up 1.8% in October

House prices increased by 1.8% in October, but prices are still 2.3% lower than at the end of 2009, the latest Halifax House Price Index shows.

The average house price now stands at £164,919. Prices in the three months to October were 1.2% lower than in the preceding three months. Halifax says house price data on a quarterly basis provides a clearer indication of the overall market trends.

The underlying pace of house price growth has turned moderately negative in recent months. The rate of decline, however, is significantly lower than the quarterly rate of decline of -5% to -6% during the second half of 2008.

Martin Ellis, housing economist at Halifax, says there has been a very mixed picture of monthly house price rises and falls throughout 2010, which continued in October with prices rising by 1.8% following September’s decline, reflective of flat house prices.

He says: “The rate of decline in prices on the three month-on-three month measure is markedly less than the quarterly declines of more than 5% recorded during the second half of 2008.

“An increase in the number of properties available for sale in recent months, together with a decline in demand, has put some downward pressure on prices in recent months.

“We do not believe that prices are set to fall sharply over a sustained period. Interest rates are likely to remain very low for an extended period, which will continue to support the improved mortgage affordability position for homeowners. Low rates and stable employment levels are benefiting homeowners.”

Mervyn King says UK house prices have recovered by two-thirds

Bloomberg reports that Bank of England Governor Mervyn King says UK house prices have erased about two thirds of their losses caused by the financial crisis.

While there are no “evident” signs of a recovery in the US housing market, Britain’s property prices have erased about 10 percentage points of the 15 per cent drop they endured after mortgage lending dried up in 2008, King said during questions at an event organized by the Economist magazine in New York today. Rates of arrears in the UK remain “much lower” than they were in the 1990s, he said.

The UK planning system guaranteed a lack of housebuilding, King said. The common factor between the property markets of Britain and the US is that they were driven higher by low real interest rates, he added.

George Osborne has said that better-than-expected UK economic performance figures show the recovery is "steady".

The Office for National Statistics (ONS) suggests the economy grew at 0.8% between July and September - twice the rate expected by many analysts.

The chancellor said this would improve confidence, with Treasury sources adding it showed the risk of a "double-dip" recession was being overplayed. But Labour said the speed of spending cuts could damage the recovery.

The latest gross domestic product (GDP) figure follows 1.2% growth in the second quarter of the year, and is double the 0.4% expected by analysts. But the data is only a first estimate, and may be revised.

The Cabinet, which met for 45 minutes earlier on Tuesday, was dominated by discussion of the GDP figures and the government's growth strategy, Downing Street said.

The economic situation was still "relatively choppy," the prime minister's official spokesman said, but the growth figure "is something we can take confidence from".

Mr Osborne, as chairman of the cabinet's economic affairs committee, would now be leading a "ruthless focus on growth" by going through each government department in turn to push for greater efficiencies and deregulation and "clear any bottlenecks," the spokesman added.

'Broadly based'

Commenting on Tuesday's economic data, Mr Osborne said: "Today's figures show the economy continuing to grow, at double the rate the market expected and the fastest rate for the third quarter since 1999.

"Just like the second quarter, the growth is broadly based and the lion's share is coming from the private sector.

"The ONS believe that the underlying growth in the third quarter was 'broadly similar' to the strong second quarter. This gives me confidence that although global economic conditions remain choppy, a steady recovery is under way."

But, for Labour, shadow chancellor Alan Johnson said the figures showed that growth has slowed in third quarter of this year.

"They also show that momentum remains from Labour's support for the economy - especially the construction sector.

"The risk going forward is that the government has a plan to cut one million jobs, but no plan to support the private sector in replacing them.

"Yes, the deficit needs to be reduced - but it needs to be at a pace that the private sector can manage."

Treasury sources told the BBC the GDP figures were welcome news, adding that talk of a double-dip recession had no basis in fact.

With the recent announcement concerning the planned changes to Child Benefit, other possible tax rises and with further significant reductions to public spending announced in the Spending Review, the public have got an insight into the impact that some of the changes are going to have on personal incomes.
This does not bode well for customers as almost everyone is likely to see some reduction in income. However, we continue to see a high degree of competition amongst lenders to attract those borrowers who are looking to either move home or remortgage.
The price of the average two-year fixed rate mortgage in October, as reported by Moneyfacts, has fallen again in the last month to 4.48%, down from 5.13% twelve months ago. Furthermore, the price of the average five-year fixed rate has also continued to reduce to 5.41% in October from 6.23% twelve months ago.
Fixed rates are not the only products in the market that have fallen; the price of the average two-year tracker deal has fallen back to 3.54% from 3.75% twelve months ago.
This demonstrates that lenders are attempting to encourage borrowers to enter into what are low rates in comparison with historic levels.
In addition to reducing mortgage interest rates, we have also witnessed a further increase in the number of mortgage products typically available to brokers with product numbers rising to 4,913 in the first week of October. This is a marked turnaround from twelve months ago when product numbers were less than half this level and a post “credit crunch” high.
Until the public are in a position to fully assess the impact of the Spending Review from a personal perspective, we envisage that fixed rates will be the main choice of product for borrowers because of the certainty they provide in helping stabilise household budgets in times of wider economic uncertainty.

Unemployment falls 20,000

Unemployment fell by 20,000 to 2.45m in the three months up to August but those claiming jobless benefits increased, the Office of National Statistics reveals.

The number claiming out of work benefits increased by 5,300 to 1.47m between August and September.

The unemployment rate for the three months to August was 7.7%, down 0.1% on the quarter.

Mortgage applications jump 31% on September 2009

New mortgage applications for house purchase are at their highest level since February 2008, according to the latest figures from the Mortgage Advice Bureau/Coreco National Mortgage Index.

Following the expected summer lull in mortgage activity in August, purchase mortgage applications jumped 14% in September, with remortgage applications jumping by 14.3% in September compared to the previous month.

Although housing market activity traditionally picks up in September, purchase mortgage applications are still up almost a third, 31.2%, on September 2009.

The average LTV on purchase mortgage applications rose slightly from 70.2% in August to 70.4% in September, while the average loan size for purchase mortgage applications dropped 1.3% from £129,270 in August to £127,591 in September.

Regionally, the South West and East Anglia saw a 56.3% and 50% rise in purchase mortgage applications respectively in September compared to August. Meanwhile, Yorkshire & Humber witnessed an 18.9% drop-off in purchase mortgage applications in September compared to the previous month.

Looking at the types of mortgage products arranged in September, the majority of purchase and remortgage applicants, 62%, chose fixed rates over variable, compared to 58.5% of applicants choosing fixed rates in August.

The average age of a UK mortgage applicant in August was 37 years 2 months, while the oldest applicants were in the South West, 39 years seven months and the youngest in East Anglia a 33 years and two months.

Brian Murphy, head of lending, independent mortgage broker Mortgage Advice Bureau, says: “The uplift witnessed in September following the drop-off in August reflects a more normal level of seasonal activity. We have seen an increase in mortgage activity in seven of the ten regions in the house purchase arena and in eight out of the ten regions in the re-mortgage sector in September versus August.

“However, with the new coalition government announcing specific plans to make changes to the provision of child benefit ahead of the widely anticipated Spending Review, albeit for higher rate taxpayers, we are seeing real evidence that disposable incomes are going to come under considerable pressure and this is likely to put a further brake on borrowers’ ability and appetite to move home.

“Although interest rate rises look unlikely in the short term, we have seen borrowers seeking the sanctuary that fixed rates afford them in increasing numbers. The number of house purchase borrowers who opted for fixed rates rose in all ten regions during September and reached its highest proportion so far this year, at 65.1%.”

He says overall, the proportion of remortgage borrowers opting for fixed rates also increased from 53.6% during August to 55.8% in September, although variable rates remained in the ascendency in three of the ten regions.

He says: “These increases perhaps indicate that people are now starting to become more concerned about the impact that the spending and tax changes are likely to have on them and, as a consequence, are looking for the safer haven that a fixed rate provides to help manage household budgets in the turbulent times that undoubtedly lie ahead.

“Mortgage product availability continues to improve with product numbers available to intermediaries reaching post-Credit Crunch highs of almost 5,000.”

Council tax bands held 'til 2015

It’s not often a deal breaker but council tax bands do figure in the decision to purchase (or not) a property and they also figure in the decision of where to pitch a sales price, particularly under the last government when the threat of massive rises was always on the cards.

The new government has announced that council tax bands in England are not going to be reviewed until 2015 at the earliest, which means that many households will avoid being hit by additional council tax payments stemming from the increased value of property over the past seventeen years.

The eight council tax bands were based on property values back in 1991, and they were last reviewed in 1993.

The Government has decided that there will be no further review of the council tax banding system until 2015 at the earliest. The Government has said that it would be unnecessary and expensive to carry out a council tax banking review at the moment, adding that because of the property price increases around seven million households could find themselves being pushed into higher tax bands if a revaluation was carried out now.

Communities and Local Government Secretary Eric Pickles said that the Government had decided that revaluation of the council tax bands at the present time would be very stupid, and that it was wrong to impose higher taxes on already struggling families when it was not necessary.

Any decision about revaluation of the council tax banks will now be put on hold until after the next general election in 2015. Through the lifetime of the parliament this should save the average household around £1600.

An independent review of the council tax system was made in 2007 under the former Labour government, and it was advised that properties should be revalued. However, no changes were made in England at this time. The council tax bands in Wales were revalued back in 2005, as the Welsh Assembly said that they were outdated.

Market Stabilising says Top Mortgage Provider

There’s a lot of talk at present about what’s going to happen to the mortgage and property markets in the next six months.

The reality right now is that both markets have stabilised. In recent months, lending volumes and house prices have been up marginally one month, down marginally the other (depending on the index or source), but overall the trend is very much one of sideways movement.

People are sitting on their hands, waiting for more visibility around the economy before they commit.

The Bank’s July mortgage figures, out on the last day of August, offered further evidence of this stabilisation. The number of loan approvals for house purchase in July (48,722) was at a similar level to June (48,562) and, in our opinion, they will remain at or around this level for the rest of the year.

There are downward pressures on the property and mortgage markets, specifically consumer caution and stringent lending criteria, and there are upward pressures, not least the level of Bank rate, attractive property prices in certain areas and some extremely competitive mortgage products at lower LTVs.

The two forces are cancelling each other out. The result is stabilisation.

In our opinion, the market has self-corrected very well and has learnt its lesson.

6 in 10 Mortgages are now for house purchase

The proportion of mortgages being taken out for purchases, as opposed to remortgages, is at its highest level for years.

The latest mortgage index from John Charcol reveals that six out of ten mortgages are for purchases.

Drew Wotherspoon, director of marketing at Charcol.co.uk, said: “For the first time in what we believe is decades, the proportion of mortgages for purchases broke the 60% barrier in July, revealing a certain confidence in the future of the market."

He went on to claim: “There is much talk of a double dip and a large correction in the housing market still to come, but these figures would certainly go some way towards questioning this theory.

“The rule book may well have been ripped up when the crunch began, but the old adage of supply and demand still holds true. While we have limited new stock, demand will always outstrip supply in the UK.

“The last few years have taught us to expect anything, but a further large drop in prices looks very unlikely.”

The independent mortgage advisers expect remortgaging to remain in the doldrums. Just two years ago it accounted for 75% of the market, but it is now just 40%.

“Despite the best attempts of some market commentators to scare borrowers by suggesting we could have 8% interest rates soon, variable rates are still, in our opinion, the product of choice.”

He added: “For the record, we would be surprised if bank rate was anywhere near that level by the end of 2015.”

The index also showed that the number of first-time buyers increased by 80% in one month.

“This is the highest level since February and perhaps suggests that first-timers are willing to dip their toe into the market again after sensibly putting any plans on hold pending the outcome of the election and subsequent emergency budget,” said Wotherspoon.

HOUSE PRICES TO RISE BY 20%

Despite the latest UK Housing Market survey carried out by the Royal Institute of Chartered Surveyors showing a recent fall in property values, house prices are set to soar by almost 20 per cent in the next four years, according to a national newspaper report.
This will lift thousands of households out of negative equity, with the average family home gaining more than £30,000 in value - a forecast that defies doom-mongers who predicted that Britain would face a double-dip housing recession, reveals the Daily Express.
The newspaper quotes Martin Gahbauer, chief economist at the Nationwide building society, as saying that it’s not a double dip and it’s not a massive boom, which would not be good for the market.
“People can be cautiously optimistic,” says Mr Gahbauer. “If it turns out that way, it would probably lift quite a few people out of negative equity within two to three years.”
And Emma Partridge, of Halifax, Britain’s biggest mortgage lender, offers further good news for home owners.
She states: “Because this is happening at the same time as low interest rates, it’s providing people with the opportunity to pay more to improve their equity. And if there aren’t going to be any further drops in house prices then that enables people to bolster their equity as well.”
The respected Centre for Economics and Business Research says that a “fundamental shortage of housing supply” will steadily drive up prices this year and next, with a further five per cent increase expected in 2012.
The growth is due to continue with a 5.4 per cent increase in 2013 followed by a 3.9 per cent rise in 2014.
Based on the latest estimates, the average price of a home in Britain would rise from £179,000 at the end of 2010 to £212,000 by 2014.
These findings are endorsed by Adam Offer, managing director of Besley Hill, Bristol and Gloucestershire’s biggest group of independent estate agents with 15 offices throughout the area.
“The property market's long-term prospects locally remain particularly strong,” he comments. “Although we have had a bumpy and unpredictable few years, positive long-term fundamentals in residential property remain.
“The UK has high population density, restrictive planning laws, and a desire for home ownership which means meeting demand with supply will always be difficult for many years to come. Although economic growth is fragile at present, it will return as throughout the UK residential property has gained 117 per cent in the last 10 years even with the recent economic downturn.
“Indeed, statistics behind our website - www.besleyhill.co.uk - clearly show demand bubbling away with over 200,000 hits last month, with this month likely to exceed this number, coupled with over 60,000 sales detail downloads for the same period.
“Pent-up demand is clearly out there - with many buyers returning to the market as prices start to flatten once again.”

Property is still first choice for investment

Latest results from the Worldwide Property Group property confidence tracker survey have revealed property as the best option for investment with a huge 75% of respondents saying they would choose property as their first investment choice, showing that government legislation changes have not affected market confidence. In contrast, just 2% of people who took part in the survey during June said that they would put their money into shares. Interestingly, gold received 17% of the vote.

When asked if the current historically low level of interest rates has increased their desire to buy a property, two thirds (67%) said yes with 79% of the opinion that right now is a great time to buy a property in the UK. 65% of respondents share the view that property prices will continue to rise over the coming 12 months, with 4% believing this could be by as much as
15% - 20%.

On the subject of overseas property a very respectable 65% believe that this is currently a good time to buy a foreign property with 62% actively considering a foreign property purchase. Once again the region attracting most attention from potential property purchasers is the United States, particularly Florida. A number of European countries including Spain, France, Italy and Cyprus also ranked highly amongst those people looking for a second home.

Mortgage lending rises 15 per cent in June

Gross mortgage lending in June was the highest level this year according to the Council of Mortgage Lenders (CML) who today revealed a 15% increase in mortgage lending in June.

Gross mortgage lending totaled £13.1 billion, up from £11.4 billion in May and a 7.0 per cent increase from £12.2 billion in June last year. Gross lending in the second quarter of 2010 was an estimated £35 billion, up 17 per cent from Q1 (£30 billion) and seven per cent higher than in Q2 2009 (£32.7 billion). Lending in the first half of 2010 remained unchanged from the first half of 2009 (£65 billion).

Nigel Lewis, property analyst from FindaProperty.com said: "New properties have flooded the market in recent months. This has put pressure on house prices and we’ve seen slowing price growth as a result.”

"However, the number of loans is still relatively low compared to peak and unless we see a decline in stock levels, prices are unlikely to rise much further this year.”

"It’s unlikely that the base interest rate will be increased before the end of the year so potential house buyers with a bit of equity behind them will still be able to benefit from attractive mortgage deals.”

"But lack of confidence and the threat of further economic woe means demand won’t increase dramatically in the medium term."

MORTGAGE APPROVALS HIT NEW HIGH

The number of mortgages approved for house purchase rose to its highest level this year during May, recent figures have shown.
A total of 36,709 loans were approved by the major banks for people buying a property during the month, according to the British Bankers' Association (BBA).
It was the third consecutive month during which approval levels have risen.
Total mortgage advances reached £9 billion during May, also the highest figure seen this year.
Once redemptions and repayments were stripped out, net lending rose by £2.55 billion, up on April's figure but in line with the previous six-month average.
